Whole-of-organisation stakeholder value creation through digital governance

Digital value creation is a whole-of-organisation accountability. Our approach aligns the governance of digital investment to the municipality's service delivery and operational requirements. Value is created when the entire organisation - from Council to operational level - understands its role, carries its accountability, and works within a governed framework designed for its context.

Developing Council-level policy that sets clear strategic direction for the governance of digital value creation across the whole organisation. This is the foundation from which all other governance and management structures flow.

Governance and management structures, roles and responsibilities for digital value creation

Institutionalising the structures, steering mechanisms, and accountability frameworks that enable the whole organisation to govern and manage digital value creation effectively. Every role is defined. Every responsibility is allocated.

Risk-based digital ecosystem management framework

Establishing the management rules, implementation practices, controls, and risk and control owners that protect and enable digital value creation across the municipality. Accountability for risk is formally allocated - not assumed - and controls are calibrated to the municipality's maturity, budget, and operating context.

Digital ecosystem management mentoring and maturity monitoring

Building the capability of leadership and management structures to govern digital value creation - through contextual mentoring, targeted awareness sessions, and ongoing maturity monitoring that tracks progress and guides improvement.

District-level shared services strategy

Smaller municipalities cannot sustain a full digital value creation capability independently. This service designs a district-level shared model covering three areas: establishing a shared Office of the CIO with dedicated CIO, CTO, CISO, and Chief Governance Officer functions - where the Governance Officer plays a critical role in setting operating standards across member municipalities; provisioning business-enabling technology including application systems, networking, and back-office infrastructure; and providing operations and user support. Some services are rendered virtually, and some fall under the direct accountability of the Office of the CIO.

Developing practical, context-specific plans that align digital investment to operational needs, institutional maturity, and the municipality's mandate to create value for its citizens.


Every municipality is different. The starting point depends on where you are - not where a framework says you should be.
